Operational Areas

Operational areas are defined in Tasmania for both recreational and commercial vessels. These areas are determined in the Marine and Safety (Limits of Operational Areas of Vessels) By-laws 2013.

The areas are defined differently, depending on whether you are operating a Commercial or a Recreational vessel.

 

 

Operational areas for recreational vessels relate to the requirements for recreational vessels to carry minimum safety equipment. Therefore there is different safety equipment required on the vessel if it is operating in smooth waters, sheltered waters, or coastal waters.

The MAST recreational vessel operational areas map clearly identifies these limits.

For the specific limits in a certain area:

Smooth waters – The geographical limits of the waters defined as smooth waters are specified in schedule 1 of the Marine and Safety (Limits of Operational Areas of Vessels) By-laws 2013

Sheltered waters – Sheltered waters for recreational vessels (vessels not used for a commercial purpose) is within all waters defined as smooth waters, as well as waters within 2 nautical miles to seaward of the mainland coast of Tasmania between Cape Grim across the north coast and down the east coast to South East Cape.

Coastal waters –Coastal waters for recreational vessels refer to any waters to seaward of the limits of smooth and sheltered waters as defined above.

 

Operational areas map

Operational areas for commercial vessels relate to survey requirements for vessels and crew qualifications. For example the survey requirements for a vessel to operate in smooth waters are less than required for a vessel operating in coastal waters. Additionally commercial Certificates of Competency can be restricted to operations within sheltered waters if the applicant does not have adequate experience operating beyond sheltered waters.

Partially smooth waters – the geographical limits of the waters defined as partially smooth waters are specified in schedule 1 of the Marine and Safety (Limits of Operational Areas of Vessels) By-laws 2013

Sheltered waters – the sheltered waters operational limits for Commercial vessels incorporate all waters defined as smooth waters, and all waters defined as partially smooth. This definition is different from the definition of sheltered waters for recreational vessels.

Operational areas beyond sheltered waters for commercial vessels are defined by the National Law, or are grandfathered limits that are specified on each vessels survey certificate.
